The Mixing Ingredients are only available at the Gas-Mart Shops. There are a few Gas-Mart shops around the different regions of Hyland Point City. All of them have a stock of all the mixing ingredients in the game. You can purchase the mixing ingredients by speaking with the shopkeeper.

NOTE: Gas-Mart shops only accept Card Payments. If you don’t have money on the Card, deposit some cash into the ATM to make a purchase.

As you speak with the shopkeeper or cashier at the desk inside the shop, you can select various mixing ingredients and add them to the cart. However, some of the ingredients might not be available for you due to Reputation requirements. Every mixing ingredient has a certain reputation requirement. It will not become available for you to purchase until you level up and reach the respective reputation level.
