There are multiple methods that you need to perform to raise the humidity to 100 and make Slowpoke yawn a 100-point yawn. If you do not perform all the methods, you will find the humidity stuck at 71, preventing you from getting a perfect yawn from Slowpoke. Here are all the methods that you need to perform to raise the humidity in Pokémon Pokopia.

Water the Dry Tiles on the Ground

The first method for raising humidity is to water the dry tiles in the Withering Waste area. Equip the Water Gun move and start spraying water on any dry tile in the area. Make sure that you cover most of the ground with water to increase humidity as high as possible.

Place Horsea Fountains in the Water

The second method is to bring water into the area so that you can place Horsea Fountains in it. Head to the northwest of the Pokémon Center in the area to spot a sparkling block. Use the Rock Smash move to break the block, and the water will start coming out. After that, you can start breaking the blocks to navigate the water around the area. Once you have spread a decent amount of water in the area, you need to place at least two Horsea Fountains in the water.

You can purchase the Horsea Fountains from the Shop. Once you have the fountains, place them in a separate body of water to increase the humidity.

Create Fields of Flowers Habitats

For the next step, you have to create Fields of Flowers habitats around the area. To do so, first speak with Bulbasaur to learn how to make the habitat. Once done, purchase the Wildflower Seeds from the Shop. After that, start placing the seeds on the ground around the area. Now, speak with Bulbasaur and ask for his help to grow the flowers. As Bulbasaur sprays water on the seeds, they will grow.

Upon creating each Field of Flowers, the humidity will increase. Make as many Fields of Flowers as possible to quickly increase humidity.

The next step involves making another habitat, this time for Squirtle. Speak with Squirtle to learn about his home habitat. To make the Hydrated Tall Grass, you need to place four tall grass near a body of water. Create one Hydrated Tall Grass habitat, and then inform Squirtle. After that, ask Squirtle to follow you and then assign the habitat as a new home to Squirtle. It will increase its comfort level, making the humidity increase further.

Create a Rain Dance Site Habitat

For the final step, you have to make a Rain Dance Site habitat. Speak with Squirtle again to learn about this new habitat. To make this habitat, you need 2 Castform Weather Charms, 1 Wooden Plate, and 1 Leppa Berry. You can find the Castform Weather Charms inside the cave where you first met Professor Tangrow. Inspect the wheelbarrow in the cave to find the charms.

Create a Rain Dance Site Habitat

To get the Wooden Plate, you have to craft it at the workbench using 1x Lumber. Lastly, for the Leppa Berry, headbutt a tree with berries. After gathering all of the items, place the Castform Weather Charms against a wall, then place the plate on the ground, and then the Leppa Berry on the plate.

Once done, inform Squirtle about the habitat and bring him to the location to start the rain dance.

Make Slowpoke Yawn a 100-Point Yawn

After doing everything to increase humidity, head back to Slowpoke. Ask him to give you a yawn, and he will go straight to sleep. However, if your humidity is still low, try watering more dry tiles and creating more Fields of Flowers habitats around the area.
